DETAILED STUDY FOR THE INTERVENTION AREA AI-10

This project was commissioned by the Ourense Council in February 2012 to initiate the development of the Special Protection Plan for the Good of Cultural Interest with the category of historic site in the complex of thermal fountains in the Burgas and their delimited setting, included in the named Special Plan AI-10, AR-AS BURGAS.

The study was based on the Thermalism Strategic Plan (PET.OU) approved by the plenary of the Ourense Council on 7th June 2013; on the Galicia Thermal Capital designation granted by the Parliament of Galicia ("Official Gazette of the Parliament", no. 556-16th May 2008); on the Good of Cultural Interest designation of the thermal fountains of As Burgas and its setting, stated on the DECREE NO. 17/2007 and on the Special Plan for the Good of Cultural Interest in January 2011.

The detailed study takes into account the role of this field in the city complex, not only because of its territorial centrality, but also due to its historic values and, specially, thermal values that turn this area into the thermal heart of the city.

An analysis of the complex topography and the plots was necessary, as a result of the height difference between Progreso street and the Barbaña river; of the historic evolution of property and its management; and the implementation field, next to the river, in order to write a document that allows to solve the building integration in terms of space and to begin with the formalisation of a thermal complex in relation with the Barbaña river.

Besides, one of the purposes was to outline an operation hypothesis for the complex generated by different proposed volumes based on a thermal, hotel and assistance logic in order to achieve the PE main goal: getting the first thermal centre in town.

According to the Special Plan AR-As Burgas, the distribution area has 129,920 sq. ft. (12,070 sqm) of space, which allows a maximum surface suitable for building of 150,695 sq. ft. (14,000 sqm) for profitable purposes. The study insists on the recovery of the original baths of Outeiro, the Medieval way and the closing wall of Cadea.

We perform this duty in collaboration with the architect Manuel Seoane Feijoo, the archaeologist Celso Rodríguez Cao, the architect Marta Rodríguez Vázquez, and the team of Crecente Asociados. The Special Plan was unanimously approved in the plenary of the Ourense Council on 14th January 2013 for the first time.

The plenary of the Ourense Council, in the ordinary session of 7th June 2013, permanently approved the Detailed Study for the Intervention Area AI-10, included in the Special Protection Plan for the Good of Cultural Interest with the category of historic site in the complex of thermal fountains in the Burgas and their delimited setting.
