We have recently presented the second phase of the Master and Management Plan of the Tower of Hércules and its Surroundings as a World Heritage Site. It was prepared by a group composed by Ana Goy, José Manuel Doce and Dulce Trigo, as well as a multidisciplinary group with several ICOMOS members, an international perspective, and reputable experts in each field of action.

The plan observes the standards and regulations of World Heritage preservation, paying special attention to the five “C’s”: credibility, conservation, capacitation, communication, community, and the most recent creativity. It was checked by national and autonomous administrations.

It presents the best knowledge available at the moment about the monument and suggests innovative and participatory management mechanisms, organised in three main areas: understanding of the asset and its setting, management of the asset, and financial and staged plan to guarantee its development and implementation.

The main idea defended by the Plan is that the tower belongs to the citizens and they should value and care for it in the first place. The primary goal of the document is the preservation of this heritage good, so the proposals will allow the council to work in an ordered and rigorous manner towards its preservation. Besides, it includes dynamisation and promotion actions that contribute to a better knowledge of the monument and its global dimension. From this point on, the document will be analysed by the corresponding entities until its final approval.
